Sun Country Airlines states that it will accept your kitesurf gear to be checked in for a fee of $100. It does not count as a piece of your regular checked baggage, so you will always be charged this fee.
According to the Sun Country Website, "Surfboard, Wakeboard & Kiteboards — The charge for one surfboard checked as baggage is $100 on all flights. The maximum length is five feet." [AMZ asins='B01BN1W5G6,B01465RK8E,B00NIYJF6U,B003EBV7XG']
Unfortunately, this size limit is very small and exceeded by most kiteboards - we have reached out to Sun Country Airlines for clarification, and we will update this page once we hear back.
Your other option is to try to use a "Kitesurfing Golf Bag" and include it as part of your regular checked baggage, although that is a riskier approach, and you may be asked to open the bag for inspection at check-in.
