Allegiant Air does not offer a baggage policy directly relating to Kitesurfing equipment. However, they do state that sporting equipment will be considered as a standard checked bag, with all applicable fees applied per person, per bag, per segment. Applicable fees will be applied for bags exceeding the 50 lbs weight limit and 80 inches size limits.
The 80 inch size limit is generous enough that your kite gear may fit within it (depending on how many boards and kites you are packing), however you may have difficulty staying within the low 50 lbs weight limit. You will be charged accordingly for exceeding the weight allowance. [AMZ asins='B01BN1W5G6,B01465RK8E,B00NIYJF6U,B003EBV7XG']
If exceeding Allegiant's 50 lbs weight limit with your Kitesurf bag, you will be charged a $50 overweight fee as long as the bag is below 70 lbs / 32 kg. Kite bags weighing between 70-100 lbs (32-45 kg) will be charged an additional $75 fee.
Keep in mind, no individual bag weighing more than 100lbs will be accepted.
