Western Air does not have an explicit carry-on policy. However, as with all airlines, carry-on baggage must fit under the seat in front of you or into the overhead compartments, otherwise it must be checked.

Baggage in excess of 40lbs but less than 100lbs will be subject to a charge of $1.80 per pound (VAT included).
A Second bag up to 40lbs will be subject to a charge of $50. Third excess bag up to 40lbs will be subject to a charge of $75. Excess baggage that is more than 40lbs but less than 70lbs will be subject to a flat fee of $100.
Oversize and Overweight bags will be subject to a charge of $125 USD.
Excess baggage maybe sent on the next available flight based on the weight of the aircraft. Excess baggage must be paid in cash at time of check-in. Baggage over 100 lbs. will be shipped as cargo.
