Eastern Airlines does not specifically mention Windsurfing Equipment as a sporting equipment item in their policies, however your windsurf boardbag and quiver bag can fit within their standard checked baggage policies.
The 80 inch / 203 cm linear dimensions limit will not fit a standard windsurf board - you will have to pay an oversize fee of $100 for items up to 115 inches / 292 cm - which should be enough to fit a waveboard and rig in a standard travel bag. Eastern Airlines's standard baggage weight allowance of 32 kg / 70 lbs should be enough to fit a boardbag with 1 board and 1 rig (sail, mast, boom, accessories), so you will not have to pay an additional overweight fee. However, if you are flying with more gear (boards/masts/sails), you have 2 options - an overweight fee or a 2nd bag.
An overweight fee of $100 would apply if exceeding 32 kg / 70 lbs, with a maximum weight limit of 45 kg / 100 lbs. The other option is to split your gear to pack into 2 separate bags (1 board bag, 1 quiver bag), to maintain each bag below the 32 kg / 70 lbs limit and avoid the overweight fee, and be allowed a total of 64 kg / 140 lbs for a cheaper 2nd checked bag fee (up to $65 USD). This is a good option if travelling with smaller wavesails, so you can pack your masts and larger sails into the board bag, and use the quiver bag for your sails/boom/accessories so that it doesn't exceed the 80 linear inches to not incur a 2nd oversize fee.
