There are no official excess/oversize baggage policies for Megabus, and luggage is usually taken on a space-available basis. As the buses are double-deckers, the cargo hold is on the back of the bus, and usually has a more difficult access than a typical coach bus. This limits the size and weight of oversize bags that can be carried, plus there are usually more passengers on the bus, each with their own luggage.
